Once a deficient bill goes to a lawyer, can I still negotiate down what I owe them to fix my credit report?

- You may still be able to settle outside of court if you contact them. It usually costs them too much money and trouble to persue it through the legal system. Don't believe everything they tell you. They will tell you whatever they have to to scare you. Also once it has gone that far there is no such thing as fixing your credit. It will eventually be cleared but keep in mind that the damage is still done no matter what, just the extend of damage is the question. you may want to get a copy of your credit report before proceding. good luck.
- Yes you can. If you have already claimed the debt to be yours you have the power to offer them 75% or even 50% of the debt owed. Think of it this way most collectors are afraid they will never get paid at all. I have myself paid off debts with just paying half of it. Just remember to always start negotiations off extremely low. They will take what they can, but they wont volunteer that information to you.
